Message	accuracy . . . I dunno if I would use the term "permeable" to refer to headlights. The glass, of course, is sealed and "impermeable" to moisture. However, the plastic housings in back of the headlights are vented with a little rubber tube that forms a U and is open to air. This is where the water vapor enters and leaves the headlights.
